Thinking buying the 7×10 , for small project 5mm to 12mm stainless rod .. i heard bad reviews not sure if worth it to buy?

On a Lathe if you had some round stock and you needed to bore a hole that was more to 1 side ( as in not center) can you alter the Jaws on the chuck to do this?
